If there's no wifi, the quickest way to get going is to create an ad-hoc network directly between your computer and your iPad. With this method, the computer creates its own wifi network that the iPad can then connect to. This often results in the most responsive set up though can sometimes be finicky to set-up and doesn't allow either device to be connected to wifi internet.

For the easiest setup, you can also purchase a travel router. This method involves shelling out a few bucks for a small router (this portable router runs $25) that you can bring with you. In this scenario, the router can run off USB and functions just like your router at home that both the iPad and computer can connect to and operate like normal. This also can allow you to share a single internet connection (at a hotel for example) and have your own private network. (See router docs for this access point ability).
